The Planning Commission voted to adopt the staff‑recommended resolution finding the commission had reviewed and considered the final subsequent EIR and recommending that the City Council approve the RBD general plan amendment, revised specific plan (including the 4 Corners site) and zoning/code amendments.
Chair Michael Meshack called for a roll‑call vote on the motion to adopt the resolution. Commissioners recorded votes by name; after the roll call the chair announced, "Motion carried." Staff confirmed the City Council will hear the item on Dec. 3 (first reading) with a second reading on Dec. 17.
The commission’s action transmits the EIR, redline materials and public comments to the Council for final consideration. Several commissioners and public speakers noted they would like Council to consider additional details on feasibility, implementation of TDM penalties, remediation notification language and workforce provisions during Council review.
