The Lockport Common Council on Oct. 23 passed a resolution (102324.10) authorizing the Director of Finance and the Treasurer's Office to disburse Community Development Block Grant (CDBG) funds immediately when disbursement criteria are met, without requiring a separate Common Council resolution for each disbursement.
The resolution cites 2 C.F.R. §200.305, which requires recipients to minimize the time between receipt and disbursement of federal funds, and notes prior instances where disbursements exceeded recommended days. The blanket authorization is intended to ensure future disbursements occur within four or fewer business days and to meet NYS Office of Community Renewal monitoring requirements. The motion was seconded by Alderman Lupo and adopted by a vote of 5–0.
