Council presses developer over years-long Post Time delays and neighborhood flooding

Several councilmembers used the Aug. 4 meeting to press concerns about a private development repeatedly delayed for years, locally referred to in the meeting as the "Post Time" project. Council members said residents report recurring flooding, incomplete road and drainage work, and a lack of communication from the operator.

A council member expressed frustration at repeated no‑shows by the operator and noted the town provided a $200,000 infrastructure allocation that remains problematic in the face of ongoing flooding. "We're talking about six years on a project that should have been done in three or less," one councilmember said. Town counsel responded that the town cannot force a private operator to appear at a council meeting, but that contractual provisions and permits give the town leverage — and that multi‑party coordination with Orange County, FDOT and utility companies is required to fix drainage and culvert problems.

Staff said Orange County maintains certain ditches and that the developer's contractor needs permits and proper sequencing with utilities (Duke, AT&T) to allow culvert installation; staff recommended continued meetings among the county, utilities and the owner to resolve drainage. Council asked for better documentation of communications and for the developer to appear at a future meeting to explain delays and the expected completion timeline.
