Teachers' representative and community speakers challenge board on reserves, call for talks

Joe Gelermini, speaking for the Escondido Secondary Teachers Association (ESTA), used his public-comment time to criticize board-cabinet communications and to present budget figures that he said show the district holding substantially more unrestricted reserves than the legal minimum. Gelermini read a packet of documents and said the district's calculated legal floor for unrestricted reserves is $7,240,000 while the district has, at times, shown $48,000,000 and currently sits at about $40,000,000 in unrestricted reserves. "In the 20 five-twenty 6 school year the district currently still sits upon a mountain of taxpayers dollars that have been misspent," he said, and he urged the board to meet with union representatives to discuss facts rather than forcing teachers to present claims during public comment.

Community members Mike Sovecull and Doug Paulson echoed a call for better communication and fiscal accountability. Paulson, a retired teacher and current elementary district board member, recommended structured regular meetings between cabinet and union leadership to reduce labor unrest and improve understanding. Board members responded by acknowledging the concerns and, in discussion later in the agenda, directed staff to continue transparency around budget and to engage on labor communications; no immediate fiscal action was taken during the meeting.
