Residents press CDD to consider HPCA multi-purpose building; board names liaison and outlines financing limits

During audience comments, Gary Farley, identified as an HPCA president and resident, asked the Boards to schedule a workshop to discuss the proposed HPCA multi-purpose building and requested a CDD Board member serve as liaison to the HPCA Fitness Committee. Mr. Adams said application drawings and engineer cost opinions are needed before the CDD can determine whether to participate financially. Farley told the board the HPCA will spend an estimated $15,000 for the District Engineer to prepare drawings for underground utilities and site plan submission to the Southwest Florida Water Management District (SWFWMD).
Adams explained the distinction between "horizontal" infrastructure (sidewalks, curbs, gutters, drainage, water and sewer) that the CDD can convey and support versus "vertical" infrastructure (buildings) that could create a destination and raise tax-exempt financing concerns. He said the CDD could reimburse HPCA for agreed infrastructure but must receive equal value in return; the board noted that any financing decision affects the same 1,406 homes. The Board agreed Mr. Putman should serve as liaison; only one supervisor may attend HPCA meetings to comply with the Sunshine Law.
