Board to hold public hearing on LED retrofit using PG&E on-bill financing

Chief Business Official Dr. Kay Vang introduced Anthony Mitchell, president of Eco-Green Solutions, who presented the company's proposal to retrofit district facilities with LED lighting using PG&E's On-Bill Financing.
Mitchell described the financing mechanism that places repayments on the district's PG&E bill rather than on the district's credit. "This project will not affect the district's credit, as monthly payments will be included on the PG&E bill," Mitchell said. Dr. Vang said the project aims to reduce maintenance and replacement costs and improve safety.
The board scheduled a public hearing on the proposal for the Feb. 12, 2026 regular board meeting to allow public feedback before any formal action. No approval or contract award was recorded on Jan. 8; staff indicated next steps will include the public hearing and, if approved, implementation planning.
