Council approves sidewalk‑ramp contract after debate over ADA prioritization and limited bids

The South Burlington City Council unanimously approved a contract to reconstruct a set of sidewalk ramps using one‑time ARPA‑inspired funds, but not before a council debate over priorities and contractor interest.
Councilors pulled item 6c from the consent agenda to discuss whether allocating roughly six figures to ramps was the "highest and best use" when many adjoining sidewalks remain in poor condition. Councilor Andrew asked if building ramps to noncompliant sidewalks would meaningfully improve accessibility, and Director of Public Works Tom DiPietro said staff had originally identified 54 noncompliant ramps, reduced that list because of budget constraints and focused on about 20 ramps near Chamberlain School and a Safe Routes to School walking radius to achieve bid efficiencies.
DiPietro explained that the council had previously discussed using up to $100,000 from ARPA‑inspired funds to target ADA compliance, and that rebidding reduced scope after earlier bids came in higher than expected. Councilors pressed staff on the prioritization matrix and asked for a broader sidewalk assessment; staff said a UPWP (regional planning) prioritization project will wrap in April and will feed into a matrix that includes sidewalk inventory, Safe Routes to School input and online resident requests.
After discussion, councilor motioned and seconded approval of 6c; the chair called the vote and the item passed unanimously.
