DOE told the Senate Education Committee which direct funding items are outside the weighted formula: K–3 and 4th-grade literacy supports ($500 per ADM), CTE funding ($5,000–$5,700 per CTE ADM), postsecondary assessments ($43 per assessment; $86 if two attempts) and a $22 million charter support pool (~$500 per charter student).
During the TISA presentation, Mary Ann Dursky explained which supports are delivered as flat-dollar direct funding rather than percentage weights. "In K–3 literacy and in 4th grade literacy supports, that amount is $500 per ADM," she said, and added the postsecondary assessment allocation is $43 per assessment (two opportunities total $86).
Dursky said career and technical education allocations are expressed as a range between $5,000 and $5,700 per CTE ADM depending on program specifics. She noted charter supports are a fixed statewide pot of $22,000,000 that is divided across charter students, amounting to roughly $500 per charter student under current enrollment distributions. Committee members sought clarifications and asked DOE to provide further breakout data on CTE allocation drivers and charter-student counts.
