Committee adopts amendment clarifying Deputy Leader role, passes with two dissenting votes

The Rules Committee approved an amendment to Article II of the Legislative Manual to clarify the role, duties and limitations of a Deputy Leader. Ms. Kathy Stegenga moved the amendment, which sponsors said does not create new powers for the Deputy Leader but establishes a succession and continuity process so caucuses have a defined way to authorize a Deputy Leader to act when a Leader is incapacitated.
Sponsor Genesis Ramos said the amended language ensures the Deputy Leader cannot usurp the Majority, Minority or Party Leader and that a Deputy Leader acts only when a Leader requests assistance or, if incapacitated, by majority caucus vote. Chairwoman Laurie R. Tautel and other members praised the bipartisan work on the language. The motion carried with two legislators recorded as voting against (Barry J. Cheney and Thomas J. Faggione).
