Council adopts retirement-trust joinder, authorizes AARP ramp grant application and accepts audit praise

Cindy Barley moved and Tony Musso seconded a motion to adopt Resolution 2026-4 and sign the Joinder agreement with the Boroughs Municipal Retirement Trust; the council voted in favor and the motion carried. Barley later moved to allow Amanda Runkle to apply for an AARP grant to fund an ADA ramp on the opposite side of the Franklin Street Social; Mark Holloway seconded and the motion passed.
Council agreed to meet with York County Elections and Voter Registration to discuss the borough polling station. The borough's 2025 audit was presented as complete; auditors Hamilton & Musser commented, "You guys have done a great job and have made so many great improvements!" Amanda Runkle requested the auditors stop characterizing accounts as "money left over" in future comments; council acknowledged the clarification.
The council also approved payment of bills. Mark Holloway questioned a Frey Lutz invoice for a gas regulator and asked staff to contact Joe Mula to determine whether the part should be under warranty.
