Red Lion Borough Council voted Feb. 9 to award the Franklin–Country Club storm drain and 2026 street project to York Excavation Company for the entire project. The motion to award the contract was made by Mark Holloway and seconded by Cindy Barley; the motion carried with council members voting in favor.
Amanda Runkle, the borough treasurer, explained the immediate funding plan for the project: "we are taking $1 million from the Orrstown savings account to fund this project" and noted reserves remain in PLGIT. Council members expressed concern about how future years' projects will be funded and asked staff to return with budget projections.
The award completes the engineer's recommendation for the listed storm drainage and street work for 2026. Dennis Klinedinst asked specifically where the money is coming from; staff confirmed the Orrstown transfer will cover this year's scope but additional funding will be required for next year's work. The council did not amend the award at the meeting; next steps are contract finalization and scheduling with the chosen contractor.
