Engineer: York Excavating low bid for combined Franklin/Country Club storm and 2026 roadway work; rebid would risk price

CS Davidson engineer Jeff Shue told the borough that bids are in for the Franklin and Country Club storm sewer work together with the 2026 roadway improvements and that York Excavating submitted the lowest bid for the total combined project.
Shue said Restuccia’s quote for the Franklin storm work alone was substantially lower, but council members were warned that separating the Franklin work and rebidding it could eliminate York’s combined low price. Jeff also reported he has coordinated with Columbia Gas to address state‑raised concerns about pipe depth during the permit process. Public Works was asked to prepare for minor material purchases: Shue recommended buying three new water adjustment boxes to support the work, and CS Davidson flagged engineering issues in plans submitted for 20 E. Prospect that require follow‑up.
