The Putnam County Board of Commissioners on July 20 approved a first amendment to Envoy Consulting’s agreement that changes the consultant fee from a monthly payment to a single lump-sum amount. Dale Davis presented the change and said the remaining balance on the contract is "around 150K," and that pre-construction work has been paid in full.
Davis told commissioners part of what was billed as pre-construction is being carried forward to construction because the project was delayed about five months; he said Envoy is not charging the county for the months the project was stalled. Commissioner Rick Woodall moved to approve the amendment, Tom Helmer seconded, and the motion passed unanimously. The county was told it should begin seeing increased activity on the construction site that week.
