County auditor reports clean opinions but flags repeat findings in 2024 audit

Sandy Perry, assurance director with Carson Allen, told the Iroquois County Finance/IT/Tax Committee on Aug. 3 that the county’s 2024 financial statements and federal-award reporting received unmodified (clean) audit opinions, but the audit identified multiple repeat issues that need correction.
"The audit opinions issued were both unmodified, so that's a best opinion," Perry said as she walked the committee through the audit scope and findings. Perry summarized four financial-statement findings — including repeated material audit adjustments and incomplete bank reconciliations — and two federal-award findings tied to grant-reporting errors.
The audit showed net position increased by about $1.9 million to roughly $76.0 million at year-end 2024, and cash and investments were reported near $26.8 million. Federal awards for 2024 totaled about $943,000. Auditors said several grant awards and related federal expenditures were omitted from the county’s reporting and noted timing variances in ARPA reporting.
Perry recommended starting with timely, accurate bank reconciliations and strengthening staff skills or outsourcing certain tasks. She said the auditors can provide hands-on support or training to help reduce repeat findings. Committee members asked for clearer takeaways and for administrative follow-ups to show how recommended changes will be implemented.
The committee took the audit presentation under advisement and discussed next steps for engaging an audit firm for 2025.
