Manager cites easements, telephone pole waivers and century-old drains as key construction challenges

The manager described several site-specific challenges that shaped design choices: multiple telephone poles in a row that required State Highway Administration waivers, an abandoned water meter reset into the new sidewalk, and retaining walls and brick cladding to fit the sidewalk in constrained spots. "Cost us over a $100,000 to move a telephone pole, so we opted for the the waiver here," the manager said.
The manager also described delays while rebuilding two storm drains that are "over a 100 years old and falling apart," adding that those drains are owned and maintained by the county rather than the village. The manager noted the team purchased a number of easements from adjacent property owners and drafted needed easements in 2024.
