Several commissioners told staff that splitting the Fairmont Greens PUD into two independent parcels could leave the western parcel noncompliant on two measurable fronts: parking and open space. "The required parking is 85 spaces for their uses on the West Side, and they don't have 85 spaces," Commissioner C said, raising the specific parking shortfall on the West parcel.
Commissioner C also noted the West side contains much of the project's apparent deficit in green space and that the applicant had indicated they would claim the stormwater management pond to meet open‑space requirements. Director Stewart said some zoning deficiencies can be addressed through a PUD waiver at the discretion of the commission and council, but that such waivers would be up to the applicant to request and the commission to recommend. Commissioners said they would prefer the applicant appear to explain how they would address parking, open space and whether they would seek waivers or propose an alternate site plan.
