Kelly told council the city's inventory review showed there had been no formal lease and the resolution formalizes the arrangement.
The public hearing produced no speakers on the item; a council member moved adoption and the measure passed 4-0. Councilors clarified that the city already provides some financial support through existing nonprofit funding mechanisms and that the city's standard maintenance responsibilities remain in place.
