"Yes. We are actually shooting for September 1. That that is our goal. We are working feverishly to try to make that happen," Roman, the assistant city manager, said. Staff said they have identified a prospective operator and are resolving details with the city attorney before signing a formal agreement. The immediate priority is to ensure the building footprint meets safety and egress requirements for an emergency shelter.
Councilors asked about internal programming (beds, pet accommodations, storage) and staff said the operator will help define day‑to‑day rules; the city is planning to accommodate pets and provide limited storage space based on operator recommendations. Staff emphasized the emergency shelter would be staffed and include case management, and that longer‑term renovations and a separate operating plan remain under development.
The council also heard that Community Solutions and Clutch Consulting will provide technical assistance to connect residents to housing and to train staff on case management for the encampment closure. Staff said enhanced CPD patrols and on‑site cameras will remain in place through cleanup and closure activities.
