Wise referenced Minnesota statute 116.0713 on livestock odor limits and said she had filed complaints about persistent odor. She noted previous board comments defending the activity as agricultural and raised concern that, in her view, an oversight body was simultaneously in partnership with the operation it is supposed to oversee. Board members acknowledged the public comment but no formal action or immediate staff direction to change branding or permitting was recorded during the meeting.
