Consultant Chad Meadows (speaker 14) explained edits including removal of a purple village-center circle from the map while retaining the concept in the legend, and a suggested heading for short-term action 5.3.1(a): "decide if the town wants to seek ETJ authority and its potential boundary," language Meadows said would preserve council flexibility while flagging a decision point for future action. After councilors requested replacing definitive language ("establish") with conditional language ("consider establishing") and adding clarification on ETJ boundary discussion, a motion to adopt the plan as amended was made and carried unanimously.
