The Carlinville CUSD 1 cell phone committee met Oct. 17, 2025, to review how the district enforces its student cell-phone policy. President Kathy Norris called the meeting to order at 7:33 a.m., and the record shows a consistent phone-storage location has been established in each classroom, though officials noted weaknesses in supervision and storage practices in the shop, physical education and the weight room.
The committee discussed enforcement steps: staff have been reminded to require phones be placed in pouches, and the minutes state that "students are allowed to use their phones during lunch and recess." The minutes also describe incentives tied to behavior, including allowing phone use in study hall and a possible early-out reward for students who demonstrate no discipline issues during class and passing periods.
Board members discussed that particular settings such as the shop and weight room present logistical challenges for secured phone storage and suggested targeted follow-up to adapt the pouch system or storage locations to those environments. The committee did not adopt a new written policy at the meeting; it focused on operational improvements and reminders to staff.
