Tim McCarthy, a council member, told residents the Village would 'step aside' while the State reviews the structure at Stop 42 and could not direct individual residents on whether to contact the state environmental agency.
During public comment, resident Kathleen Hogan Morrison asked whether the Village was doing 'nothing about the structure on 42.' Bill Schutt noted the Village owns the roads in that area and said a road remains where the structure had been. Caroline Rogers, who said she owns the property, told the council she had applied for a permit with EGLE and the Building Department and said she 'didn't know she was doing anything wrong.' Building Inspector Bill Lambert reported the structure was permitted to a different address than where it was built, signaling an addressing or permit-record issue that could affect the State review.
Several residents reiterated their concerns later in the meeting. Lynn and Joel Altschul described their 'extreme concern' about the structure on the beach at Stop 42 and urged the council to monitor the State process. Council members repeatedly said they were awaiting the State's findings before taking local action; Matt Brown asked whether the Village would intervene if EGLE cleared the structure, and Tim McCarthy said he could not answer until the State review concludes.
The meeting record does not show a formal motion or vote on the Stop 42 matter; council members characterized the Village role as limited while the State conducts its review.
