At the April 2 hearing, applicant Josh Marshall outlined technical and design elements for the proposed Cortland solar garden, saying about 37 acres of the 80.33-acre parcel would host panels and wiring would be buried to the transformer. Marshall said subscriptions for the facility would typically offer a 15–20% discount to subscribers, and that monitoring systems would track panel performance and weather conditions.
Marshall also described planned screening and fencing: screening plantings would sit outside an ag woven-wire fence and no barbed wire would be used. On maintenance and safety, he cited TCLP/EPA guidance and said modern panels are "non-hazardous for modern solar panels." He estimated construction could be completed in a six-to-12-month timeframe and said remote monitoring allows operators to identify and repair panel issues in hours to days.
