The Planning and Zoning Commission recommended that the Anchorage Assembly approve amendments to Title 21 to update the unit‑lot subdivision tool (case 2026‑0069). Long Range planner Daniel McKenna Foster told the commission the proposal extends unit‑lot subdivisions — a tool that changes ownership structure but not allowable density or design standards — into R‑1, R‑2A and R‑2D zones in the Anchorage Bowl and emphasized coordination with Anchorage Water and Wastewater (AWU) on service and billing.
Commissioners questioned utility connections, HOA responsibilities, ADU interactions, and whether the amendment would add costs that undercut affordability goals. Kaylee from Anchorage Water and Wastewater said examples vary and AWU prefers individual connections where feasible and early predesign meetings so service and tariff requirements are addressed before design is advanced: “My understanding for unit lots was that this was supposed to be fee simple, more kind of single family esque,” she said; AWU representatives noted billing practice varies and that some existing unit‑lot cases involve HOA billing or metering by unit. Commissioner Ron moved to recommend approval with edits striking several prescriptive AWU provisions while retaining the predesign meeting (3.b) and a requirement that unit lots conform to AWU tariff requirements (6.h); the motion passed.
Staff and commissioners asked to provide guidance materials and handouts to help applicants and small developers navigate predesign meetings and HOA requirements. The commission’s recommendation will be forwarded to the Assembly as a text amendment to Title 21.
