Board adopts $681,172.22 housing consortium annual action plan for 2026

The Halifax County Board of Commissioners voted Aug. 3 to adopt the Program Year 2026 Chone Oak Area Housing Consortium Annual Action Plan.
Liz Rascopf of the Upper Coastal Plain Council of Governments presented the plan and the funding amount. "This is the 4th year of funding for the consortium in the amount of $681,172.22," she said, explaining that the allocation will be spread across multiple counties and can fund new construction, rehabilitation, individual homeowner assistance and purchase help.
Rascopf said the consortium's advisory board — composed of county and municipal representatives — reviews applications and makes final funding decisions; staff and the board then administer the awards. The plan underwent a 30-day public comment period (July 1—July 31) with no comments received.
Vice Chair Davis moved to adopt the Chone Oak Area Housing Consortium Annual Action Plan; the motion was seconded and approved by voice vote. Commissioners asked staff for a list of funded projects in prior years and for transparency about how the allocation is spent across counties.
Why it matters: The allocation provides local leverage to support affordable housing projects that can be combined with tax credits and other financing. Commissioners asked staff to work on outreach and to consider whether a rolling application period could encourage more local applications.
