Halifax sheriff reports recruitment gains after pay raise, warns detention staffing still vulnerable

Sheriff Terry Davis updated the Halifax County Board of Commissioners on recruitment and staffing during his annual report.
The sheriff described staffing as a primary concern, telling commissioners his office tracked pre- and post-pay-raise staffing levels. "So prior to the raise announcement, we had 11 openings" the sheriff said, describing job categories and the department's efforts to fill vacancies and rehire former employees after the raise.
Davis said the department saw former employees return and recent hires enter orientation; detention vacancies fell from six to two and patrol openings stood at three once staffing decisions and reassignments were in place. He also noted challenges filling a civilian crime-scene position and that background checks caused some offers to be declined.
Commissioners asked how the board could assist. Davis prioritized continued funding for equipment and training and described interest in starting a police-activities or literacy program for youth in partnership with schools. "We need funding for that," he said of potential community programs.
The board moved to adopt the sheriff's annual report by voice vote.
