Evan Beitsch, RTP Grant Administrator, briefed the council on alignment options between the OHV grant cycle and the Federal Recreational Trails Program (RTP). He said the number of applications increased to 10 for the current period and that RTP has $780,926 available for motorized and non‑motorized trail infrastructure, equipment, acquisitions and education. The federal RTP deadline is April 1.
Beitsch and Wade Allinson proposed a process whereby applications that fall below the OHVR funding line could be fast‑tracked or redirected to the RTP portal if applicants adjust their scope to meet federal NEPA compliance requirements; those applicants would still be required to file a separate RTP application. Council members agreed that a virtual RTP review meeting should be held after working hours to evaluate those applications.
The council did not make funding awards at this session but agreed to a procedural approach that could increase opportunities for projects that would otherwise be unfunded under the OHVR allocation.
