Cicero SD 99 budget presentation cites $52M TRS on‑behalf payments and 22.9% overall reduction

At a public hearing on Sept. 15, 2025, Cicero School District 99 officials reviewed the proposed 2025–2026 budget. Ms. Rita Tarullo, Executive Director of Business Affairs/CFO/CSBO, told the Board that "both expenditures and revenues include $52 million on behalf payment for the Teachers’ Retirement System (TRS)." She said the district will no longer receive ESSER funding and described an additional funding change: "they did receive an additional amount of $900,000.00 more this year due to decreased corporate property tax," which the district has adjusted for in the budget.
Tarullo said departments were asked to reduce their budgets by about 5% to address funding shortfalls, and she reported that approximately $8.9 million has been paid toward the Brian Dominick Early Childhood Project. She summarized that the district’s budget was reduced overall by 22.9%. Board members did not raise questions during the presentation, and no members of the public offered comments during the hearing.
The public hearing was called to order by President Tomschin at 5:00 p.m. and was adjourned at 5:04 p.m. after Member Moreno moved to adjourn and Member Terracino seconded; a roll call recorded five yeas, no nays, and two absences. The board did not record any formal vote on final adoption of the budget at this hearing; the session was a presentation and opportunity for public comment.
