Evan Beitsch, Division of Outdoor Recreation, reported that $325,000 in project rollovers raised the Recreational Trails Program (RTP) motorized cycle funding to $1,887,000, leaving $943,000 available to support 12 motorized applications. He said endorsed projects will be submitted to the Utah Transportation Commission on May 14 and official awards will be granted on June 25.
Beitsch outlined federal funding rules that shape allocations: Federal Highway Administration (FHWA) RTP splits use 30% for motorized projects, 30% for non-motorized, and 40% for multi-use projects, and education funding is capped at 5% of RTP funds (about $94,000 total, roughly $47,000 for motorized education). The council used a master spreadsheet tied to Salesforce project folders to sort and evaluate applications.
