Chairman Reeves told the committee SB 1793 is designed to strengthen market access for recyclable materials without imposing new mandates or taxes. The bill would house a recyclables marketplace function inside TDEC’s Office of Cooperative Marketing for Recyclables (OCMR), maintain up‑to‑date supply information, and create a public–private advisory council to recommend market development steps and report annually.
"This bill helps Tennessee build a stronger recycling marketplace without new mandates," Reeves said, emphasizing economic development and the potential to reduce landfill pressure. The committee adopted an amendment making the bill and voted 9–0 to send it to the calendar for continued consideration.
