Bill to let utility districts replace service lines to qualify for federal lead-pipe funds moves to calendar

Senator Wally presented Senate Bill 639 to create a process by which utility districts may request permission to locate and replace the final segment of water service lines (from the meter to the building) so they can meet federal grant requirements for lead-pipe replacement. The sponsor stressed the legislation does not compel property owners to accept work and does not require state or local matching funds.
Senator Wally framed the proposal in the context of federal funding availability: "The Trump administration has dedicated $15,000,000,000 to replace dangerous and outdated lead pipes in our American water system," he said, and noted Tennessee utility districts can qualify for a portion of that funding. The committee voted to move SB 639 to the calendar.
