TDEC budget advanced to Finance after presentation on parks, septic workload and energy grants

The department emphasized responding to record development and permitting demands while recognizing carryforward balances and revenue recognition strategies.
Commissioner Salyers framed the agency as both a service provider and regulator: "We are not just a regulator. We are lean, effective, focused not only on the challenges of today, but the opportunities for tomorrow." Deputy Commissioner Brian Clifford described park proposals, noting the state now has 68 parks and planned additions. April Grippo, director of water resources, answered questions on septic inspections and said the program aims to inspect individual on-site septic systems "once every 5 years at least" as a baseline, with higher-frequency checks for problem sites. Committee members pressed on carryforward balances, sustainability of tapping revenue for positions, landfill capacity evaluation and the process for distributing federal energy program funds; Molly Cripps (energy programs) described a competitive grant approach and coordination with utilities. The committee voted unanimously (9 ayes) to send the TDEC budget to Finance for consideration of fiscal details.
