Ogdensburg votes to exit NJ State Health Benefits Program, join NJ Solutions JIF

Council members adopted Resolution 103-2025 to terminate the borough’s participation in the New Jersey State Health Benefits Program and provide the required notice to join the NJ Solutions Joint Insurance Fund. Councilman DeMeo moved the resolution; Councilwoman Lame seconded and the motion passed by roll call of present members.
CFO Mike Marceau told the council the state program is facing severe financial pressure and that projections for 2026 showed a roughly 38% increase; plan-level increases between active and retired enrollments were noted at about 39.5%. Marceau said the NJ Solutions JIF plan the borough intends to join offers equivalent or better coverage and would average about a 24% increase for the borough.
