Laurens to seek $500,000 CDBG, lists $4.6M water and sewer project

City Manager Hilary Reed read the scope, cost estimate and funding plan for a proposed Laurens Water and Sewer Infrastructure Improvements Project during a public hearing. Reed said the total project cost is estimated at $4,586,846.22 and that the construction-related CDBG-eligible portion is estimated at $4,149,860.20; contingency and grant administration were listed separately. "The City intends to utilize a combination of funding from SRF and CDBG (loan and grant funds) to finance the project," Reed said, and the packet lists SRF loan amounts of $2,383,000 (Clean Water Fund) and $2,444,000 (Drinking Water Fund) plus a requested $500,000 CDBG grant.
Reed also said the project would be citywide, cited a citywide low- and moderate-income (LMI) percentage of 63.2% (2016–2020 ACS data), listed streets where water mains would be replaced (1st Street, 3rd Street, 4th Street), and stated the work would not displace residents or businesses. The council closed the hearing and approved Resolution 26-26 to commit matching funds and Resolution 27-26 endorsing and authorizing the CDBG application; both passed on roll-call votes with all five members recorded as ayes.
