Commissioners approve routine contracts, transfers, and administrative items; vote to plant white oak discussed

Inc. for up to $20,000 for heating and cooling repairs (Resolution 2026-0313), and Waibel Energy Systems, Inc. for up to $50,000 for HVAC repairs (Resolution 2026-0314). Each contract was represented as budgeted and not put out to competitive bid per the agenda review discussion.
The board also approved disposal of obsolete information-systems equipment, several inter-fund transfers tied to OPWC and OWDA loan payments, issuance of a then-and-now warrant for TAC Industries ($56,525.19), and travel allowances for listed staff. Commissioner Charles A. Patterson proposed participating in an America 250 Earth Day project by planting a white oak "that could possibly still be here in 250 years," an idea commissioners discussed favorably. Motions to approve the April 15 minutes and the April 22 agenda passed unanimously earlier in the meeting.
