The Finance & Taxation Committee voted to recommend the draft 2025–2029 capital improvement plan to the common council. Administrator staff presented the plan as a five‑year forecasting document intended to guide departmental planning and future funding discussions.
Administrator explained that the CIP is a planning document, not an approval of individual projects, and noted that funding for many street projects remains tied to bonds issued in 2021 and 2023: “It looks like approximately around 2,800,000 of streets projects would still be covered by the 2023, and then another 500 that, either some of the projects ... are no longer happening or being pushed out,” she said on the record. Committee members had no further questions and the clerk called the roll; the motion to recommend the CIP passed unanimously.
The recommendation sends the CIP to common council; individual projects and any required bonding or appropriations will return to the council for formal approval as projects move forward.
