Brett Stewart of Utah OHV Advocates asked the council to support a policy change to end registration reciprocity for out-of-state street-legal OHVs, citing events in Moab where users allegedly registered in South Dakota or Montana to avoid contributing to Utah's OHV fund. "He cited an event in Moab where out-of-state users actively registered vehicles in South Dakota or Montana specifically to bypass contributing to the Utah OHV restricted fund account," minutes record.
Legal counsel Nicole Hannah responded that state code requires decals for these vehicles and suggested the inconsistency is likely an administrative-rule issue rather than a statutory gap. The council did not adopt a formal policy change at the meeting but noted the issue for future rule review and potential administrative clarification.
