Brett Stewart of Utah OHV Advocates asked the council to support eliminating registration reciprocity for out-of-state street-legal OHVs, citing an event in Moab where, he said, out-of-state users registered vehicles in South Dakota or Montana to avoid contributing to Utah's OHV restricted fund.
Legal counsel Nicole Hannah reviewed controlling statutes and told the council the state code already mandates decal purchases for these vehicles; she said the inconsistency arises from administrative rule language and not from state statute, implying that any change would require administrative rulemaking rather than a statutory amendment.
