The council recessed its regular meeting for a public hearing on two voluntary annexation ordinances intended to facilitate two new housing developments on the city's eastern and western edges. A presenter (voice S10) described two neighborhoods with different housing typologies — single‑family, duplexes, patio homes, townhomes and market‑rate apartments — and gave rough price ranges for each development.
"As you know, two ordinances that are in front of you are to annex, voluntarily all those parcels that have been mentioned in those ordinances… this is to facilitate the new housing development," the presenter said. Councilors and staff noted a scheduling oversight and moved to table ordinances 2026‑13c and 2026‑14c until the next meeting so required waiting periods and additional review could occur; the motion passed on roll call (affirmative votes recorded for Patrick Chavanagh, Lucy DiTillo, Jim Bartlett and Chuck Schwelberg).
