Bernardi noted municipal bond rates are currently at a historical low, and members emphasized minimizing impacts to taxpayers amid uncertain future rates. Buck moved and Kopinski seconded the recommendation; the roll call vote recorded Yes votes from Essig, Kopinski and Buck, and the motion carried 3–0.
