The Senate Finance, Ways and Means Committee voted to approve the Department of Finance & Administration budget as presented, after department officials outlined the agency's spending priorities and answered members' questions.
Deputy Commissioner Eugene Neubert told the committee, "Our total budget for f and a is, dollars 719,800,000." He said about $38,700,000 of that total comes from state funds, and the request includes reductions and $10,000,000 in cost increases; nonrecurring appropriations administered by F&A total roughly $147,000,000 for STS and $80,000,000 for OCJP. Neubert also noted a net decrease of nine positions for FY27.
Jennifer Brinkman, director of the Office of Criminal Justice Programs, described targeted public‑safety investments the governor included: "1st, we have 1,700,000 in recurring funding to combat human trafficking," and "2nd, General Lee included 80,000,000 in nonrecurring funding for crime intervention and prevention in Memphis." Members pressed for monitoring and fraud controls; Brinkman described monitoring visits, grant financial reviews, and subrecipient oversight practices.
After presentations and questions about procurement, cybersecurity, and cost estimates for large IT projects, the clerk announced an 11‑vote affirmative tally and the committee approved the budget.
