State CIO pitches unified data structure and governance layer to break silos

Kristen Darby, the State CIO, briefed the committee on a proposed enterprise data approach to reduce siloed agency data and enable shared analytics and services. "So from a, unified data structure, many organizations have moved to what's called a data lake," she said, describing a central area where agency data can be managed with applied security and enterprise controls.
Darby stressed that centralization requires strong governance, policy alignment, and role-based access: encryption, masking, and auditing would protect sensitive records while allowing non-sensitive data to be made available for innovation. She also recommended a governance 'blanket' that enforces policies automatically as data moves, and flagged cultural and policy barriers that must be overcome for success.
