Councilors pressed staff on alternative uses of funds, the remaining ARPA balance (staff said about $200,000 remained unallocated) and whether operating costs would make a pool unsustainable, citing recent pool closures in neighboring cities.
One councilor moved to withdraw from the grant and reallocate the $725,000 to improve existing parks and athletic fields; that motion was seconded but failed. Other councilors emphasized the commitment to youth services and said the council should wait for the grant award before making a final decision. Staff said the council had directed the application in spring and would return with a plan B if the grant was not awarded.
Council asked staff to prepare a detailed accounting of prior ARPA expenditures and the remaining balance to inform the next discussion about pool operations and funding.
