Town planner Carlton presented a multi‑page staff report and checklist to the planning board and entered those materials into the hearing record. He described how staff used the subdivision ordinance checklist, noted a handful of initial issues communicated to the applicant, and said updated plans and an electrical layout addressed those concerns.
Carlton told the board that he had "performed a sketch plan review using the contents of article 7 of the subdivision ordinance" and that, based on the materials provided and agency responses, he considered the two findings of fact to be met. He also enumerated pending technical items that remain to be submitted prior to construction, including sedimentation/erosion control plans, a soil evaluation by a licensed soil scientist, and required letters from relevant agencies.
The planner and applicant confirmed West Carteret Water Corporation provided an intent‑to‑serve letter and the fire review has been completed, but several approvals (including sedimentation control and any wastewater permitting through Carter County Health Department) must be secured before final plat and construction.
