City staff explained the contractor encountered unexpected soil conditions and a high water table which required additional excavation and materials.
A city engineer (staff) told council, “So we're just trying to pay them the $6,000 for their extra work and then close this contract out.” Council members confirmed this is the final, complete work order for the project before voting in favor. The payment will be charged to the water and sewer budget and staff indicated no further action is required once the contract is closed.
