Rankin board approves amendment to solar agreement, shifts panels to roofs after septic concern

The Rankin Board of Education on Feb. 24 approved an addendum to its solar power purchase agreement with Clean Energy Design Group (CEDG) that replaces planned ground-mounted arrays with additional roof-mounted panels. The board voted unanimously, 7–0, to accept the change after CEDG described a septic-bed issue at the original ground site that could force future relocation of septic infrastructure.
Dan Griffin, president of CEDG, told the board the existing septic beds could fail years down the road and that the original ground-mount location would be the best site for any future septic replacement. Griffin recommended abandoning the ground-mount plan in favor of rooftop arrays; he said the roof-mounted plan would reduce expected generation by roughly 15% compared with the original design and noted the rooftop units are clamped on (no roof penetrations) and can help extend roof lifespan. The project timeline remains possible for installation this summer, he said, and CEDG will monitor panels daily, carry insurance, and be responsible for repairs. The system is structured for a 25-year term with options for two five-year extensions.
Supporters on the board emphasized maintaining project benefits while avoiding added infrastructure costs to the district. The motion to approve the addendum was made by Member Shannon Atkins and seconded by Member Brittany Webb; the roll-call vote was 7–0 in favor. The board will receive implementation details and timing updates from administration and CEDG as the summer installation window approaches.
