City draft infrastructure assessment previews multi-year maintenance costs; committee flags restroom and well projects

Tony Boyd, public works director, presented a draft condition assessment prepared by consultant Bureau Veritas that inventories park components, estimates lifespans and models replacement costs over a 20-year horizon. Boyd said the draft is an early iteration and will be refined with committee input.
"...and at the bottom right hand corner of that table is their total cost o for the for the duration, and it's a little over 1000000 dollars is what they anticipate," Boyd said, summarizing the inventory and escalated totals the consultant provided. Committee members flagged apparent inaccuracies in the draft (for example, a restroom listed as renovated in 2022 that members said was not renovated) and Boyd confirmed the consultant's work will be refined to correct details.
Boyd also outlined capital requests for FY26–27: a potential new irrigation well at Community Park (site testing suggested water at depth; drilling/install plumbing estimated at $80,000–$100,000), restroom upgrades and ADA improvements for Community Park (estimated $100,000–$150,000), and irrigation system work at Tom Price Park. The committee expressed support for prioritizing the restroom work and asked staff to report back with refined cost estimates.
