PDC grants Sen. Noel Frame retroactive redaction of personal phone number after safety concern

The Washington State Public Disclosure Commission on May 2025 granted Senator Noel Frame’s request to redact her personal phone number from prior personal financial affairs (F-1) filings for calendar years 2019 through 2023.
PDC Chair Jay Leach and staff reviewed a partial retroactive modification request presented by PDC staff member Townsend, who told the Commission the disclosure of a phone number is not required under RCW 42.17A.710 but that the PDC’s filing system does collect and display the field. Senator Frame testified under oath that she had listed a personal number to make herself reachable by PDC staff, but then “I, unfortunately, have now received a threat at that phone number that came in shortly before the legislative session and have had attention drawn to my F-one in a way that makes me concerned that that number is publicly available, and it’s why I’ve requested this modification.” (Sen. Chair Leach said he was inclined to grant the request provided the senator does not enter a personal number on future F-1 filings and noted that the legislature’s website and the senator’s 2024 F-1 provide public-facing contact alternatives. After brief questioning, Leach found the submission met the statutory and regulatory standards (RCW 42.17A.120 and WAC 390-28-080) and ordered the personal phone number removed from the identified prior records.
The order is limited to the records identified in the request; the Commission did not require replacement of the redacted number with the public-facing contact information already on file.
