The moderator summarized the changes: "previously, the ordinance had $50 fee for peddlers, but none for solicitors. We also changed it so that they can't solicit past 07:00 ... And, the 3rd thing is that when you apply for the license to do so, it now will tell you what are the items that you could be denied a license for." The ordinance was put to roll call and approved unanimously.
What changes: solicitors will now be subject to licensing and fee provisions; the ordinance shortens the prohibited-soliciting window and adds explicit denial reasons so applicants and residents have clearer notice. Council members indicated the change responds to recurring door-to-door solicitation concerns.
