Property owner presents plan for decentralized sewer to support development near RV park

Cecil Williams, who identified himself as a local property owner, told the board he and his wife recently closed on about 30–35 acres near the towns RV park and are exploring development options that would require sewer service. Williams proposed a decentralized treatment approach (a STEP-style system) that treats effluent on site, pumps collected effluent to an off-site treatment/disposal point, and uses either a master meter or individual meters for customers. "We're gonna spend probably in excess of probably 750,000, 1000000 dollars, and we'll give it to the county to the town," Williams said, describing intent to build the system and turn it over to local government so the municipality can charge sewer fees and expand service.
Williams said the initial phase would serve RV lots and possibly self-storage, with septic tanks at each RV lot and pumping to the treatment system; he said the development is in early design and the site team will refine the approach. Commissioners asked clarifying questions about campground use and whether a future campground would tie into the system; Williams said that decision had not been made and that the first phase would precede any campground build-out. The board took the comment under advisement and did not take formal action at the meeting.
